BRIEF DESCRIPTION

The project entails the design-build delivery of a covered horse paddock at Joint Base San Antonio. The scope includes comprehensive site preparation, concrete work, wood-framed building construction, and durable roofing system installation. This project aims to create a functional and aesthetically pleasing facility for horses’ safe and comfortable housing.

Scope of Work:

  1. Site Work:

    • Site Assessment and Preparation: Conduct a thorough site assessment to determine the optimal location for the paddock. Clear and grade the site to ensure a stable and level foundation.
    • Utilities and Drainage: To support the paddock’s operations, install necessary utilities, including water and electrical lines. Implement effective drainage solutions to prevent water accumulation and ensure a dry and safe horse environment.
  2. Concrete Work:

    • Foundation and Slab: Design and pour a reinforced concrete foundation and slab to provide a solid and durable base for the paddock structure. Ensure the concrete work meets all relevant building codes and standards.
    • Walkways and Aprons: Construct concrete walkways and aprons around the paddock to facilitate easy access and movement for both horses and handlers.
  1. Wood Building Construction:

    • Framing: Erect a robust wood-framed structure designed to withstand local weather conditions and provide a safe environment for the horses. Use high-quality, treated lumber to ensure longevity and resist pests and decay.
    • Walls and Partitions: Install wooden walls and partitions to create individual stalls or sections within the paddock, providing adequate space and separation for the horses.
    • Ventilation and Lighting: The design should incorporate proper ventilation and natural lighting to maintain a healthy and comfortable environment for the horses. Additional lighting fixtures should be installed as needed for visibility and safety.
  2. Roof Installation:

    • Design and Materials: Design a durable and weather-resistant roofing system to cover the entire paddock. Use high-quality roofing materials, such as metal or composite shingles, to ensure longevity and protection from the elements.
    • Gutters and Downspouts: Install gutters and downspouts to effectively manage rainwater runoff and prevent water damage to the structure and surrounding areas.

Additional Activities:

  • Safety and Compliance:

    • Ensure all construction activities comply with relevant safety regulations and building codes. Conduct regular safety inspections and train workers to maintain a safe job site.
    • To enhance the safety of horses and handlers, incorporate features such as non-slip flooring and rounded edges on walls and partitions.
  • Environmental Considerations:

    • Implement sustainable construction practices, such as using eco-friendly materials and minimizing waste. Design the paddock to blend seamlessly with the surrounding environment, preserving the natural landscape.
  • Project Management:

    • Coordinate closely with Joint Base San Antonio representatives to align the project with their requirements and expectations. Develop a detailed project schedule to ensure timely completion of all phases.
    • Maintain open communication with all stakeholders to address any concerns or changes promptly and effectively.

Upon completion, the covered horse paddock will provide a high-quality, functional, and safe facility that meets the needs of both the horses and their handlers at Joint Base San Antonio.

Site safety and health officer scope Of Work

  • Conduct daily safety and health inspections, maintaining a log of inspected areas, dates, hazards, corrective actions, and completion dates. Submit daily reports to the QC Manager.
  • Conducted mishap investigations, completed accident reports, and reported near misses.
  • Use and maintain OSHA’s Form 300 to log work-related injuries and post Form 300A on the site safety bulletin board.
  • Attend pre-construction, mutual understanding, three-phase quality, and progress meetings.
  • Review, approve, implement, and enforce the APP and Accident Hazard Awareness (AHAs) for compliance with EM 385-1-1.
  • Maintain applicable safety reference materials on-site.
  • Establish and maintain a safety deficiency tracking system.
  • Maintain a list of hazardous chemicals and their Safety Data Sheets (SDSs).
  • Maintain a weekly list of high-hazard activities and be prepared to discuss details during Quality Control Progress Meetings.

Quality Control Managers

  1. Daily QC Management: Oversee daily quality control tasks to ensure project compliance.
  2. Documentation and Inspection: Review and manage project documentation and inspections.
  3. Team Coordination: Collaborate with Project Managers, Superintendents, and external personnel.
  4. Submittal Log Maintenance: Create and update project submittal logs and QC reports.
  5. Review Shop Drawings: Ensure shop drawings and submittals meet project specifications.
  6. Lead QC Meetings: Chair and document weekly quality control meetings.
  7. Daily QC Reporting: Provide reports on conforming and non-conforming activities.
  8. Pre-Construction Meetings: Conduct preparatory meetings to set quality standards.
  9. Material Verification: Verify all materials meet approved standards and are correctly handled.
  10. Testing and Commissioning: Coordinate testing and commissioning of building systems.
  11. As-Built Drawings: Maintain daily updates to “as-built” drawings.
  12. Project Closeout Documents: Compile O&M manuals, as-builts, and warranties for project closeout.
  13. Quality and Safety Enforcement: Halt Work to resolve safety or quality issues.
