Design and Planning Phase
Whether TITAN designs the project or collaborates with your design team, we work directly with engineers and architects to ensure the design aligns with your goals and the construction stays within budget. We have Professional Engineers (PE) and Architects on staff who provide valuable insight during the design process. After the design has been completed, we will begin constructability reviews. The assigned PE, Project Manager (PM), and onsite Quality Assurance staff will review the reviews. The construction management staff will then prepare and submit comments to the design teams on any findings from the constructability analysis.

Pre-Solicitation Phase
We will prepare Scopes of Work (SOWs), project submittals, specifications, and Requests for Proposals (RFPs). The team initiates procurement support alongside the Project Management Plan. When managing multiple RFPs, they develop a Procurement Plan to streamline the process. Each month, the team reviews and discusses a Procurement Status Report. As the Project Management Plan outlines, the Construction Management Team (CMT) is assigned to oversee the RFP, while a Procurement Specialist reviews the RFP responses. The team prepares estimates as needed for budgeting and builds cost-loaded schedules to support effective planning.
Solicitation Phase
The RFP is uploaded and posted. The Procurement Specialist answers all Requests for Information (RFI) during the process, and the CMT established Pre-Proposal Conferences to answer potential bidders’ questions and provide additional information about the RFPs. The Procurement Specialist and the Construction Management Team receive and open all proposals. The CMT interviews the bidders to confirm that each scope of work is fully addressed and that the bidder meets the Owner’s requirements. The team then holds a meeting or presentation with the Owner to review the RFP responses, offer feedback, and present recommendations. Once approved, the team issues the contract awards and a formal “Notice to Proceed.”
Construction Phase
Using the Project Management Plan as a guide, the Construction Management Team assigns responsibilities and ensures full contract compliance. Before construction begins, the team holds a Pre-Construction meeting with the awarded Contractor to outline expectations for contract administration. The Contractor must provide all required materials, labor, equipment, submittals, testing, and inspections and fully comply with the contract documents throughout the project’s duration.
The Construction Management Team will develop a Quality Management Plan to outline how they will administer the contract.. This internal plan helps guide the CMT in utilizing its resources and provides additional information to the Owner.
The CMT will review Contractor Safety Plans and conduct daily quality and safety inspections at the job site. The field QAs will provide the CMT with daily reports.
