Hurricane Matthew Impact Response: St. Lucie Inlet Dredging Project

Project Overview In response to Hurricane Matthew’s significant impact in 2016, the St. Lucie Inlet Dredging Project was initiated to restore the channel to its authorized depths. This project was critical for maintaining safe navigation and preventing further sediment buildup caused by the hurricane. The project scope included dredging shoaled material from the St. Lucie Inlet, Cut 1, and the impoundment basin.

Dredging Operations

  • Scope of Work: The primary objective was to return the St. Lucie Inlet, including Cut 1 and the impoundment basin, to their authorized depths by removing shoaled material.
  • Volume of Material: Approximately 384,000 cubic yards of shoaled material were dredged to achieve the required depths.
  • 24-Hour Operations: The dredging operations were conducted 24 hours daily to expedite restoration. This continuous operation required meticulous planning and execution to ensure efficiency and safety.

Material Disposal

  • Offshore Placement: The dredged material was transported and placed approximately 10 miles offshore of Jupiter Island. This offshore disposal site was chosen to minimize environmental impact and effectively manage the large volume of dredged material.

Environmental Considerations

  • Turbidity Monitoring: Continuous turbidity monitoring was performed throughout the project to ensure that sediment dispersion was within acceptable limits, protecting water quality and aquatic ecosystems.
  • Endangered Species Monitoring: Special attention was given to monitoring endangered species in the project area. Protective measures were implemented to minimize the impact on local wildlife, particularly at-risk species.

Incidental Work

  • Safety and Health Management: Given the scale and round-the-clock nature of the project, maintaining high safety standards was paramount. The project required a Site Safety and Health Officer (SSHO) on both shifts to oversee safety protocols and ensure compliance with all regulations.

TITAN’s Role Contributions Titan Consultants played a pivotal role in successfully executing the St. Lucie Inlet Dredging Project by providing comprehensive safety and quality management services. Titan’s contriTitan’s included:

  • Site Safety and Health Officers:

    • They provide SSHOs for day and night shifts to oversee the 24-hour dredging operations.
    • Ensured all safety protocols were strictly followed, conducted regular safety inspections, and addressed any safety concerns promptly.
    • We coordinate with project stakeholders to maintain a safe working environment and comply with safety regulations.
  • Environmental Compliance:

    • We are implementing continuous turbidity and endangered species monitoring to ensure adherence to environmental standards.
    • We coordinate with environmental agencies to implement best practices for minimizing ecological impact.
    • I was reporting and addressing any environmental issues promptly to maintain compliance with regulatory requirements.

SITE SAFETY HEALTH OFFICER SCOPE OF WORK

  • Kept list of deficient safety items and maintained list until all safety deficiencies were addressed

  • Kept photo logs of all safety issues
  • Attended pre-construction conferences and pre-work meetings, including preparatory inspection meetings and periodic in-progress meetings
  • Enforced accepted APPS and AHAs
  • Spoke to local businesses and discussed safety issues with their patrons with our current operations
