BRIEF DESCRIPTION

Port Canaveral Beach Re-nourishment Project

Project Overview This significant dredging project, undertaken in 1995, aimed to restore 3.5 miles of beach in the Port Canaveral area. With a budget of $18 million in federal funds, the project was the most extensive beach re-nourishment effort in the region at the time. The restoration work extended from Port Canaveral’s Jetty Park to south of Cocoa Beach Pier.

Scope of Work

  • Beach Restoration:
    • Sand Placement: The project involved strategically placing sand along the 3.5-mile stretch of beach to counter erosion and restore beach width and elevation.
  • Public Access Management:
    • Temporary Restrictions: To ensure safety and efficiency, public access to sections of the beach within approximately 1,000 feet of the daily construction activity was temporarily restricted for about three to four days at a time. These restrictions minimized disruption while allowing the work to proceed smoothly.

Environmental and Safety Considerations

  • Environmental Protection: Measures were implemented to minimize the environmental impact during the dredging and sand placement operations.
  • Safety Protocols: Comprehensive safety protocols were implemented to ensure the safety of the construction personnel and the public throughout the project.

TITAN’s Role and Contributions

  • Site Safety and Health Officers (SSHOs):
    • Safety Oversight: TITAN provided two SSHOs to the project, ensuring that all safety standards and regulations were strictly followed.
    • Incident Prevention: The SSHOs were responsible for monitoring the work sites, identifying potential hazards, and implementing preventive measures to maintain a safe working environment.

  • Scale and Impact: As the most extensive beach re-nourishment project in the Port Canaveral area at the time, the project significantly enhanced the resilience and aesthetic value of the beaches.
  • Community and Environmental Benefits: The restored beaches provided improved recreational spaces for the community while offering better protection against coastal erosion and storm impacts.

The Port Canaveral Beach Re-nourishment Project is a testament to effective coastal management and collaboration between federal agencies and private contractors. TITAN’s contribution through the provision of SSHOs ensured the project was completed safely and efficiently, benefiting the local environment and the community.

SSHO (Site Safety and Health Officer) Scope of Work

  • Maintained MSDS to ensure no hazardous items were brought onto the job site
  • Enforced USACE EM 385-1-1 and held the project to OSHA standards
  • Maintained MSDS to ensure no dangerous items were brought onto the job site
  • Managed all phases of safety control
  • Conducted daily safety inspections
  • Conducted daily safety briefings and weekly toolbox talks
  • Kept list of deficient safety items and maintained list until all safety deficiencies were addressed
  • Coordinated with Government QA onsite for all safety items
  • Ensured public safety with additional warning signs and barriers
  • Maintained OSHA 300 Form and Daily Production reports
  • Kept photo logs of all safety issues
  • Attended pre-construction conferences and pre-work meetings, including preparatory inspection meetings and periodic in-progress meetings
  • Enforced accepted APPS and AHAs
  • Spoke to local businesses and discussed safety issues with their patrons with our current operations
