Knapps Narrows Federal Navigation Channel Maintenance Dredging Project

Project Overview The U.S. Army Corps of Engineers (USACE) Baltimore District commissioned the maintenance dredging of the Knapps Narrows Federal Navigation Channel near Tilghman Island. This crucial project involved the removal of 100,000 cubic yards (CY) of material to restore the channel to its designated depth of 9 feet, with an additional 2 feet of allowable over depth. The project also aimed to maintain a channel width of 75 feet, ensuring safe and efficient navigation for both commercial and recreational users.

Importance of the Project The Knapps Narrows channel is a vital waterway connecting the mouths of Harris Creek, the Choptank River, and Eastern Bay. The maintenance dredging project was essential to facilitate the smooth movement of boats across the Chesapeake Bay, supporting local commerce, fishing industries, and recreational activities. By maintaining the channel’s depth and width, the project ensured uninterrupted and safe passage for vessels, contributing to the region’s economic vitality.

Dredging Operations

TITAN’s Role and Contributions Titan Consultants played a critical role in the project by providing both a Site Safety and Health Officer (SSHO) and a Quality Control (QC) Manager. Titan’s contributions included:

  • Site Safety and Health Officer (SSHO):

    • Ensuring compliance with all safety regulations and protocols.
    • Conducting regular safety inspections and assessments.
    • Implementing comprehensive safety plans to protect workers and the environment.
  • Quality Control (QC) Manager:

    • Overseeing the dredging process to ensure it met all project specifications and quality standards.
    • We are coordinating with project stakeholders to ensure smooth project execution and adherence to timelines.
    • I managed the 3-phase inspection process, which included preparatory, initial, and follow-up phases to ensure quality and compliance throughout the project.

QUALITY CONTROL MANAGER SCOPE OF WORK

  • Procedures for tracking preparatory, initial, and follow-up control phases; control, verification, and acceptance tests, including documentation

  • Managed all phases of safety control
  • Conducted daily safety inspections
  • Conducted daily safety briefings and weekly toolbox talks
  • Kept list of deficient safety items and maintained list until all safety deficiencies were addressed
  • Coordinated with USACE QAon-sitee all safety items
  • Ensured public safety with additional warning signs and barriers
  • Maintained OSHA 300 Form and Daily Production reports
  • Kept photo logs of all safety issues
  • Attended pre-constructionconferencese, and pre-work meetings, including preparatory inspection meetings, and periodic in-progress meetings
  • Enforced accepted APPS and AHAs
  • Spoke to local businesses and discussed safety issues with their patrons with our current operations
