CAPE MAY HARBOR MAINTENANCE DREDGING PROJECT- NEW JERSEY W912BU23C0053

BRIEF DESCRIPTION

The Cape May Harbor Maintenance Dredging Project is a vital infrastructure effort aimed at restoring and preserving safe navigation channels within Cape May Harbor. Over time, natural sedimentation processes reduce channel depth, which can restrict vessel movement, increase the risk of groundings, and impact the efficiency of marine transportation.

To address this, Barnegat Bay Dredging Company—under a $2.7 million definitive contract awarded by the U.S. Army Corps of Engineers—has been tasked with conducting maintenance dredging operations from Light 14 to Daybeacon 12. The primary objective is to remove accumulated sediments and restore the channel to its federally authorized depth.

This scope involves:

  • Mobilization of the Dredge Fullerton, a specialized dredge vessel capable of operating in constrained and environmentally sensitive waterways.

  • Deployment of approximately 8,000 feet of floating pipeline, running parallel to the south side of the channel from Spicer Creek, to transport dredged material safely and efficiently.

  • Hydraulic dredging techniques, chosen for their precision and ability to minimize environmental disturbance, will be used to remove silt, sand, and other debris.

  • Strategic placement of dredged material in designated placement sites approved by regulatory agencies to ensure compliance with all environmental standards.

  • Daily monitoring and coordination with navigation authorities to minimize disruption to commercial, Coast Guard, and recreational traffic during active dredging operations.

  • Post-dredging surveys and environmental assessments to confirm channel restoration and compliance with project specifications.

By restoring these vital navigation pathways, the project will support maritime commerce, recreational boating, and coastal operations in Cape May Harbor, ensuring continued economic activity and safe passage for all waterway users.

SITE SAFETY AND HEALTH OFFICER (SSHO) SCOPE OF WORK

 

  • Implemented and maintained procedures for daily safety inspections, hazard assessments, and compliance monitoring in accordance with EM 385-1-1.

  • Oversaw the coordination of safety-related logistics, including the availability and inspection of PPE, safety equipment, and signage.

  • Managed the day-to-day safety operations on-site to ensure a zero-incident environment.

  • Kept designated personnel and project management informed of all safety-related issues and incident trends.

  • Ensured all reports were prepared and submitted in accordance with the Site-Specific Accident Prevention Plan (APP), including Daily Safety Reports and Accident/Incident Logs.

  • Maintained complete and up-to-date safety documentation and training records for the project.

  • Identified, reported, and logged any unsafe work practices or non-compliance with safety specifications and initiated corrective actions.

  • Recorded all safety data and inspection results in compliance with the project’s Quality Control System (QCS) or equivalent tracking system.
