BRIEF DESCRIPTION

Atlantic Intracoastal Waterway (AIWW) and USCG Maintenance Dredging Project

Project Overview The maintenance dredging project covers the Atlantic Intracoastal Waterway (AIWW) between Morehead City and Shallotte and the U.S. Coast Guard (USCG) basins at Fort Macon and Wrightsville Beach. The objective is to remove and dispose of shoaled material accumulated in these channels and basins since they were last dredged. This dredging work is critical to maintaining safe and navigable waterways for commercial and recreational vessels.

Dredging Operations

  • Scope of Work: The project includes dredging the AIWW channels and USCG basins at Wrightsville Beach and Fort Macon.
  • Depth Requirements:
    • AIWW channels: 12 feet required depth plus 2 feet of allowable over depth.
    • USCG Wrightsville Beach basin: 10 feet required depth plus 2 feet of allowable over depth.
    • USCG Fort Macon basin: 22 feet required depth plus 2 feet of allowable over depth.
  • The volume of Material:
    • Approximately 400,000 cubic yards from the AIWW.
    • Approximately 5,000 cubic yards from the USCG Wrightsville Beach basin.
    • Approximately 80,000 cubic yards from the USCG Fort Macon basin.

Material Disposal

  • Disposal Sites: Dredged material will be placed on approved ocean beaches and upland disposal islands.
    • Ocean Beaches: Selected for beach nourishment to combat erosion and improve coastal resilience.
    • Upland Disposal Islands: Confined disposal areas equipped with containment dikes and spillway systems to safely manage and contain the dredged material.

Environmental Considerations

  • Compliance: All dredging and disposal activities comply with federal, state, and local environmental regulations.
  • Containment Measures: Containment dikes and spillway systems are used on disposal islands to prevent the spread of dredged material and protect surrounding ecosystems.

QUALITY CONTROL MANAGER SCOPE OF WORK

  • Procedures for tracking preparatory, initial, and follow-up control phases; control, verification, and acceptance tests, including documentation
  • Coordination of project logistics, materials, and equipment
  • Managing the day-to-day quality control activities
  • Kept designated personnel and management staff apprised of the status of work
  • Ensured all reports were prepared and submitted by the QC Plan, including the Daily Quality Control Reports
  • Maintained all the project quality control files

SITE SAFETY OFFICER SCOPE OF WORK

  • Maintained MSDS to ensure no hazardous items were brought onto the job site
  • Enforced USACE EM 385-1-1 and held the project to OSHA standards

  • Managed all phases of safety control
  • Conducted daily safety inspections
  • Conducted daily safety briefings and weekly toolbox talks
  • Kept list of deficient safety items and maintained list until all safety deficiencies were addressed
  • Coordinated with Government QA onsite for all safety items
  • Ensured public safety with additional warning signs and barriers
  • Maintained OSHA 300 Form and Daily Production reports
  • Kept photo logs of all safety issues
  • Attended pre-construction conferences and pre-work meetings, including preparatory inspection meetings and periodic in-progress meetings
  • Enforced accepted APPS and AHAs
  • Spoke to local businesses and discussed safety issues with their patrons with our current operations
