NY/NJ Harbor Deepening Project: Dredging and Material Placement at HARS Work Area

The NY/NJ Harbor Deepening Project is a critical initiative aimed at enhancing the harbor’s navigability and operational capacity. This comprehensive project involved dredging and placing material at the Historic Area Remediation Site (HARS) Work Area. The project’s focus area was the Port Jersey PVSC Corridor, a vital harbor section requiring meticulous dredging and material management.

Project Scope

The scope of work for this project was extensive and multifaceted, addressing various challenges and tasks to ensure the harbor’s depth and safety:

  • Dredging HARS Material: This involved removing sediment and materials designated for disposal at the HARS, ensuring the navigational channels were adequately deepened.
  • Shoaling Removal: The project addressed areas where shoaling had occurred, which could impede vessel movement and reduce the harbor’s efficiency.
  • Steel Pile Removal: Steel piles needed to be removed to clear the dredging area and ensure the safety and effectiveness of the operations.
  • Stapleton Area Removal and Disposal: This task involved extracting and properly disposing of materials from the Stapleton Area, a part of the harbor that required special attention.
  • Maneuvering Around Active Utilities and Steel Plates: The project required careful navigation around active utilities and steel plates, necessitating precision and expertise to avoid disruptions or damages.

Dredging Operations

The dredging operations utilized a clamshell dredge equipped with a 21-yard bucket, ideal for handling the large volumes of material involved in the project. The dredged material was loaded into scows for transportation to the HARS for disposal. Throughout this process, Dredged Material Inspectors (DMIs) monitored the material to ensure environmental and safety standards compliance.

TITAN’s Role in the Project

TITAN Consultants played a crucial role in the successful execution of the NY/NJ Harbor Deepening Project by providing essential personnel and expertise:

  • Site Safety and Health Officer (SSHO): TITAN provided an SSHO to oversee on-site safety protocols and ensure that all operations complied with safety regulations and standards. This role was vital in maintaining a safe working environment for all personnel involved in the project.
  • Quality Control Manager (QCM): TITAN’s QCM was responsible for ensuring that all aspects of the project met the required quality standards. This included overseeing the dredging operations, material handling, and disposal processes and conducting regular inspections and audits to maintain high-quality performance.

Environmental and Logistical Considerations

The project was executed with a firm commitment to environmental stewardship and logistical efficiency. The transportation and disposal of dredged material at the HARS were carefully monitored to minimize ecological impact and ensure regulatory compliance. SSHO SCOPE OF WORK

  • Maintained MSDS to ensure no hazardous items were brought onto jobsite
  • Enforced USACE EM 385-1-1 and held the project to OSHA standards

  • Procedures for tracking preparatory, initial, and follow-up control phases; control, verification, and acceptance tests including documentation
  • Coordination of project logistics, materials and equipment
  • Managing the day-to-day quality control activities
  • Kept designated personnel and management staff apprised of status of work
  • Ensured all reports were prepared and submitted in accordance with the QC Plan, including the Daily Quality Control Reports
  • Maintained all the project quality control files
  • Reported and logged any work not meeting Spec requirements
  • Recorded all data in QCS database
