Norfork Dam Replacement and Upgrades Project Overview

Project Description The Norfork Dam project involves a comprehensive replacement and upgrade of critical infrastructure components. This includes the raw water piping, sump systems, motor control centers, and switchgear. The scope of work also encompasses lead-based paint and asbestos abatement, along with associated tasks such as insulating, painting, and other related incidental work.

Historical Context

  • Construction Timeline: Construction of Norfork Dam began in the spring of 1941 and was completed three years later. The powerhouse and switchyard construction was finalized in October 1949, and commercial power generation started in 1944.
  • Cost: The overall construction cost of the dam and powerhouse was approximately $28,600,000.
  • Purpose: Norfork Dam is one of four multi-purpose projects in the upper White River Basin, which are aimed at flood control and hydroelectric power generation.
  • Location: Situated on the North Fork River, at river mile 4.8, four miles northeast of Norfork, Arkansas, the dam serves a drainage area of 1,806 square miles.

Scope of Work

  1. Replacement Tasks:

    • Raw Water Piping: Replacement of outdated raw water piping to ensure efficient operation.
    • Sump Systems: Upgrading sump systems to improve water management.
    • Motor Control Centers: Install new motor control centers to enhance operational control.
    • Switchgear: Replacement of switchgear to ensure reliable electrical distribution.
  2. Abatement and Related Work:

    • Lead-Based Paint Abatement: Removal and safe disposal of lead-based paint to comply with safety regulations.
    • Asbestos Abatement: Safely removing asbestos-containing materials to protect workers and the environment.
    • Insulating and Painting: Apply insulation and painting to maintain system efficiency and longevity.
    • Incidental Work: Includes additional tasks necessary to support the primary replacement and upgrade activities.

TITAN’s Role

  1. Site SafTITAN’s Health Officer (SSHO):

    • Responsibilities: TITAN provided an SSHO to oversee safety measures and ensure compliance with health and safety regulations throughout the project.
  2. Quality Control Manager:

    • Responsibilities: TITAN’s QC Manager is responsible for maintaining high-quality control standards and ensuring all replacement and upgrade work meets the required specifications and industry standards.

QCM (Quality Control Manager) Scope of Work

  • Procedures for tracking preparatory, initial, and follow-up control phases; control, verification, and acceptance tests, including documentation
  • Coordination of project logistics, materials, and equipment
  • Managing the day-to-day quality control activities
  • Kept designated personnel and management staff apprised of the status of work
  • Ensured all reports were prepared and submitted by the QC Plan, including the Daily Quality Control Reports
  • Maintained all the project quality control files
  • Reported and logged any work not meeting Spec requirements
  • Recorded all data in the QCS database
 

SSHO (Site Safety and Health Officer) Scope of Work

  • Maintained MSDS to ensure no hazardous items were brought onto the job site
  • Enforced USACE EM 385-1-1 and held the project to OSHA standards
  • Maintained MSDS to ensure no dangerous items were brought onto the job site
  • Managed all phases of safety control
  • Conducted daily safety inspections
  • Conducted daily safety briefings and weekly toolbox talks
  • Kept list of deficient safety items and maintained list until all safety deficiencies were addressed
  • Coordinated with Government QA onsite for all safety items
  • Ensured public safety with additional warning signs and barriers
  • Maintained OSHA 300 Form and Daily Production reports
  • Kept photo logs of all safety issues
  • Attended pre-construction conferences and pre-work meetings, including preparatory inspection meetings and periodic in-progress meetings
  • Enforced accepted APPS and AHAs
  • Spoke to local businesses and discussed safety issues with their patrons with our current operations
