ROCKAWAY GROINS
QUEENS, NY W912DS-20-C-0015

BRIEF DESCRIPTION

Project Overview

The Hurricane Sandy Coastal Storm Risk Reduction project is a critical initiative to enhance the resilience of coastal areas from East Rockaway Inlet to Jamaica Bay. The project focuses on constructing and rehabilitating groin structures to mitigate the impact of future storms and reduce the risk of coastal flooding and erosion.

Scope of Work

Groin Structures:

  • New Stone Groins: Construction of 14 new stone groin structures along the coastline. These groins are designed to stabilize the shoreline by interrupting water flow and reducing erosion, thereby protecting the coast from the devastating effects of storm surges.
  • Groin Rehabilitation: Rehabilitation of 5 existing groin structures. The rehabilitated groins will be strengthened and updated to enhance their effectiveness in storm risk reduction and coastal protection.

Key Construction Activities

  1. Site Preparation:

    • Clearing and Grubbing: Removing vegetation, debris, and any obstacles to prepare the construction sites for new groin structures.
    • Excavation: Excavating the designated areas to the required depths to place new groins and rehabilitate existing ones.
  2. Groin Construction:

    • Stone Placement: Large stones will be carefully placed to construct the new groin structures. The rocks will be strategically arranged to ensure stability and reduce coastal erosion.
    • Foundation Work: Establishing a solid foundation for each groin to ensure long-term durability and resistance to storm forces.
  3. Groin Rehabilitation:

    • Structural Repairs: Performing necessary repairs on the existing groins to restore structural integrity. This may involve adding new stones, reinforcing existing ones, and addressing any damage caused by previous storms.
    • Upgrades: Enhancing the rehabilitated groins with modern materials and construction techniques to improve their performance in storm risk reduction.

Environmental and Structural Benefits

Storm Risk Reduction:

  • Coastal Protection: The new and rehabilitated groins will provide significant protection against storm surges and coastal erosion, safeguarding homes, businesses, and infrastructure in the area.
  • Erosion Control: By stabilizing the shoreline, the groins will reduce the rate of coastal erosion, preserving the natural landscape and preventing land loss.

Environmental Sustainability:

  • Habitat Preservation: The project includes measures to protect local wildlife habitats and minimize the environmental impact of construction activities.
  • Sustainable Practices: Utilizing sustainable construction practices and materials to ensure minimal disruption to the coastal ecosystem.

Community Benefits:

  • Enhanced Safety: Improved storm risk reduction measures will improve the safety and security of the local communities, reducing the potential for damage and loss during future storms.
  • Economic Resilience: Protecting the coastline helps preserve the region’s economic vitality by safeguarding tourism, property values, and local businesses.

TITAN’s Role (if applicable)

Quality Control (QC) Manager: As the Quality Control (QC) Manager, TITAN Consultants are responsible for ensuring that all construction activities meet the highest quality and compliance standards. This includes:

  • Monitoring Construction: Regular inspections and monitoring of construction activities to ensure adherence to project specifications and safety standards.
  • Quality Assurance: Conducting quality tests on materials and artistry to verify compliance with established guidelines and specifications.
  • Documentation: Maintain detailed records of inspections, tests, and quality control measures and provide comprehensive reports to the client.

Conclusion

The Hurricane Sandy Coastal Storm Risk Reduction project is a vital effort to enhance the resilience of coastal areas from East Rockaway Inlet to Jamaica Bay. Through the construction of 14 new stone groins and the rehabilitation of 5 existing groins, the project aims to significantly reduce the risk of coastal flooding and erosion significantly, ensuring long-term protection and sustainability for the region. With rigorous quality control measures, the project is set to meet the highest standards of safety, quality, and environmental stewardship.
