BRIEF DESCRIPTION

ICWW Reach I Maintenance Dredging Project, Flagler County, Florida

Project Overview The ICWW Reach I Maintenance Dredging Project involved extensive Intracoastal Waterway (ICWW) operations to maintain maritime safety and restore the channel depth. This project focused on a section of the ICWW in Flagler County, Florida, addressing sediment accumulation and ensuring the channel met the required depth specifications.

Scope of Work

  • Dredging Area:
    • Location: The maintenance dredging was carried out from ICWW Cut F-2 STA 32+00 through ICWW Cut F-10 STA 12+52.
    • Volume: Approximately 185,200 cubic yards of material were to be dredged from the specified section of the ICWW.
  • Dredging Depth:
    • Target Depth: The excavation aimed to achieve a channel elevation of -14 feet Mean Lower Low Water (MLLW), with a project depth of -12 feet and an additional 2 feet allowable over depth.
  • Material Handling:
    • Offloading: All dredged material was transported and offloaded at the District-owned ±44-acre Dredged Material Management Area (DMMA) FL-3 in Palm Coast, Florida.

Operational Challenges

  • Weather Impact: The project experienced minimal delays despite Hurricane Dorian approaching the area. The project team managed to keep disruptions to a minimum and maintain progress.

    • Safety Management: Monitored all site activities to maintain a safe working environment for personnel and mitigate potential risks.
  • Quality Control Manager:

    • Quality Assurance: Provided a Quality Control Manager to oversee the quality of dredging operations and material handling, ensuring that all work met the specified project requirements and standards.
    • Verification: Ensured that the dredged material was appropriately managed and that the dredging depth and other project specifications were adhered to.

Environmental and Safety Considerations

  • Environmental Protection: The project adhered to environmental regulations to minimize impacts on local ecosystems and manage dredged material responsibly.
  • Safety Measures: Regular safety inspections and adherence to safety protocols were enforced to protect workers and maintain operational integrity.

SSHO (Site Safety and Health Officer) Scope of Work

  • Maintained MSDS to ensure no hazardous items were brought onto the job site
  • Enforced USACE EM 385-1-1 and held the project to OSHA standards
  • Maintained MSDS to ensure no dangerous items were brought onto the job site
  • Managed all phases of safety control
  • Conducted daily safety inspections

  • Kept list of deficient safety items and maintained list until all safety deficiencies were addressed

QCM (Quality Control Manager) Scope of Work

  • Procedures for tracking preparatory, initial, and follow-up control phases; control, verification, and acceptance tests, including documentation
  • Coordination of project logistics, materials, and equipment
  • Managing the day-to-day quality control activities
  • Kept designated personnel and management staff apprised of the status of work
  • Ensured all reports were prepared and submitted by the QC Plan, including the Daily Quality Control Reports
  • Maintained all the project quality control files
  • Reported and logged any work not meeting Spec requirements
  • Recorded all data in the QCS database
