Maintenance Dredging of Ft. Myers Beach Harbor, Lee County, Florida

The maintenance dredging project at Ft. Myers Beach Harbor in Lee County, Florida, aimed to restore and maintain the navigability of the Federal Channel. This crucial initiative involved dredging the channel to ensure safe and efficient passage for vessels and incorporating environmental protection measures.

Project Scope

The scope of work for this project included several key components:

  • Channel Dredging: The Federal Channel was dredged to a required depth of 12 feet, with an additional 2 feet of allowable over depth. This depth ensures that the channel can accommodate various types of vessels, maintaining the operational efficiency of Ft. Myers Beach Harbor.
  • Material Placement: All dredged material was transported and placed in a designated nearshore disposal area approximately a quarter mile east of Ft. Myers Beach Pier. The disposal process was carefully planned to minimize environmental impact and support coastal processes.
  • Pumping Operations: The maximum pumping distance for transporting dredged material to the disposal site was approximately 3.5 miles, requiring efficient and powerful equipment to manage the long-distance transfer.

Environmental Protection

To ensure the project was environmentally responsible, several measures were implemented:

  • Turbidity Monitoring: Continuous turbidity monitoring was conducted to prevent excessive sediment disturbance and water quality degradation. This monitoring helped maintain compliance with environmental regulations and protect marine life.
  • Environmental Protection Activities: The project included various environmental protection activities, such as minimizing disruption to local ecosystems and ensuring the responsible disposal of dredged material. These activities were critical to preserving the ecological balance of the area.

TITAN Consultants provided essential services to ensure the project’s success, focusing on quality control and safety:

  • Quality Control Manager (QCM): TITAN’s QCM was responsible for overseeing the dredging operations and ensuring that all work met the required standards and specifications. This included regular inspections, monitoring the quality of dredged material, and ensuring compliance with project guidelines.
  • Site Safety and Health Officer (SSHO): TITAN’s SSHO maintained stringent safety protocols on-site, ensuring that all activities were conducted safely. The SSHO’s role was vital in preventing accidents and ensuring the well-being of all personnel involved in the project.

Logistical and Operational Efficiency

The project required careful planning and execution to manage the logistical challenges associated with long-distance pumping and material placement. The strategic location of the nearshore disposal area and the efficient management of dredging operations ensured the project was completed on time and within budget.

QC MANAGER SCOPE OF WORK

  • Procedures for tracking preparatory, initial, and follow-up control phases; control, verification, and acceptance tests including documentation
  • Coordination of project logistics, materials and equipment
  • Managing the day-to-day quality control activities
  • Kept designated personnel and management staff apprised of status of work

  • Managed all phases of safety control
  • Conducted daily safety inspections
  • Conducted daily safety briefings and weekly toolbox talks
  • Kept list of deficient safety items and maintained list until all safety deficiencies were addressed
  • Coordinated with Government QA onsite for all safety items
  • Ensured public safety with additional warning signs and barriers
  • Maintained OSHA 300 Form and Daily Production reports
  • Kept photo logs of all safety issues
  • Attended pre-construction conference, pre-work meetings including preparatory inspection meeting, and periodic in-progress meetings
  • Enforced accepted APPS and AHAs
  • Spoke to local businesses and discussed safety issues with their patrons with our current operations
