EAST CAMPUS BUILDING(ECB4)- FORT MEADE MARYLAND W912DR-22-C-0012

BRIEF DESCRIPTION

The East Campus Building 4 (ECB4) project at Fort George G. Meade, Maryland, is a large-scale U.S. Army Corps of Engineers (USACE) design-build project supporting critical national security operations. Delivered by Balfour Beatty, this project expands mission capabilities for federal agencies operating within one of the nation’s most secure installations.

This development includes an approximately 850,000+ square foot multi-story facility built to Sensitive Compartmented Information Facility (SCIF) standards. In addition, the project features a 1.1+ million square foot multi-level parking structure, pedestrian bridges, and extensive site infrastructure improvements. These improvements include roadway upgrades, utility systems, and stormwater management designed to support long-term operational performance.

Moreover, the facility integrates secure workspaces, administrative offices, collaboration areas, and mission-critical systems. As a result, the project plays a key role in strengthening national defense and operational readiness.

Titan Consultants Role – Structural Quality Control (QCM)

Titan Consultants provided a Structural Quality Control Manager (QCM) to support this high-value federal construction project. Our team ensured that all structural components met strict USACE quality control standards, contract specifications, and federal compliance requirements.

We actively supported field operations through:

  • Implementation of the Three-Phase Quality Control System (Preparatory, Initial, Follow-Up)
  • Daily quality inspections and verification of structural work
  • Coordination with project managers, engineers, and field personnel
  • Documentation and reporting in compliance with USACE requirements
  • Proactive identification and resolution of quality issues

Project Results and Impact

Through our involvement, Titan Consultants helped maintain construction quality, compliance, and efficiency throughout the project lifecycle. Our quality control support reduced rework, improved coordination, and ensured that all work met required standards the first time.
