ELECTRICAL UPGRADES AT FORT PECK HYDROELECTRIC FACILITY MONTANA

Modernizing the Fort Peck Hydroelectric Facility: Station Service & Infrastructure Upgrades

Project Overview
As of 2026, the electrical modernization of the 
Fort Peck Hydroelectric Facility
The largest hydraulically filled dam in the United States stands as a critical achievement in sustaining the nation’s renewable energy infrastructure. This project aimed to comprehensively modernize the plant’s station service system in Powerhouse 2, replacing aging components to ensure long-term grid reliability and operational resilience.

Technical Scope of Execution

The modernization involved a high-precision overhaul of the facility’s internal power distribution network:

Transformer Modernization: Executed the removal of legacy transformers and the installation of a new 3 MVA power transformer, complete with reinforced concrete foundations and advanced oil containment systems.

Switchgear & Power Systems: Replaced original 1960s-era equipment with modern, arc-resistant 5kV switchgear, enhancing both system efficiency and personnel safety.

High-Voltage Infrastructure: Installed high-capacity 15kV and 5kV cabling, including new conduits, raceways, and duct banks to modernize the connection between the powerhouse and switchyard.

Digital Monitoring: Integrated new power, control, and annunciation cabling along with Government-furnished Shark meters for precision real-time performance tracking.

Titan’s Dual Leadership Role: Quality & Safety

Titan provided expert oversight by fulfilling the dual roles of Site Safety & Health Officer (SSHO) and Quality Control Manager (QCM).

Safety Leadership (SSHO): Managed all on-site safety protocols under strict USACE EM 385-1-1 standards. Our team oversaw high-risk operations, including hazardous material disposal and complex electrical tie-ins, maintaining a zero-incident record.

Quality Control (QCM): Using the Three Phases of Control, Titan led the technical validation for all civil and electrical features. This included managing technical submittals and conducting rigorous testing and commissioning of new power systems to meet USACE technical specifications.

Through these integrated services, Titan ensured that this mission-critical Fort Peck asset remains a cornerstone of clean energy production, continuing to deliver over 1.1 billion kilowatt hours annually to the regional power grid.

QUALITY CONTROL MANAGER SCOPE OF WORK

  • Procedures for tracking preparatory, initial, and follow-up control phases; control, verification, and acceptance tests including documentation
  • Coordination of project logistics, materials and equipment
  • Managing the day-to-day quality control activities
  • Kept designated personnel and management staff apprised of status of work
  • Ensured all reports were prepared and submitted in accordance with the QC Plan, including the Daily Quality Control Reports
  • Maintained all the project quality control files
  • Reported and logged any work not meeting Spec requirements
  • Recorded all data in QCS database

SAFETY OFFICER SCOPE OF WORK

  • Implemented and tracked AHAs, safety meetings, and hazard controls
  • Coordinated PPE, safety logistics, and emergency response resources
  • Conducted daily safety oversight in compliance with EM 385-1-1 and OSHA
  • Informed management of safety conditions and corrective actions
  • Prepared and submitted Daily Safety Reports per the SSHP
  • Maintained all project safety documentation and records
  • Reported and tracked unsafe conditions, near misses, and incidents
  • Logged safety inspections and observations in QCS, as required
